CUF Monitoring Report Process

  • Federally-assisted contracts only

  • DBE firms only

  • Once during the life of the Department-/Subrecipient-let contract for each work type being performed by the DBE firm
    • Example: A DBE firm is participating as both a subcontractor and a professional service. This would require 2 separate CUF monitoring reports, 1 for each work type.

  • Review contract records/supporting documents (see CUF Monitoring Report for details) and cross-reference documents for verification
    • Example 1: Compare name on delivery tickets/bills of lading/materials certifications/invoices to name of DBE firm on Utilization Worksheet for that work
    • Example 2: Compare payrolls of Contractor/Design-Builder and DBE firm to ensure separate (i.e., not shared) employees
    • Example 3: Compare name of PE/PE stamp on plans/reports with name of PE identified by DBE firm to prepare plans/reports

  • First-hand observations on the contract site
    • Example 1: Compare name on equipment to name of DBE firm on Utilization Worksheet for that work
    • Example 2: Look for supervisors or managers shared between the DBE firm and other firms on the contract
    • Example 3: Look for employees working for other firms on the contract as well as the DBE firm
