  • Alters products (e.g., shapes and drills holes in posts)
  • Creates products from raw materials (e.g., galvanized steel)
  • Operates a factory or plant that alters or creates products
  • Has its own equipment to alter or create products
  • Has its own workforce
  • Has its own management/supervision

Material Supplier:

  • Regularly sells or leases products to the public
  • Owns, operates, or maintains a store, warehouse or other establishment that contains products
    • Products are bought, kept in stock, and sold or leased
  • For bulk items has own distribution equipment
    • May supplement distribution equipment by long-term lease agreement, not on an ad hoc or contract-by-contract basis
    • Bulk items are: petroleum products, steel, cement, gravel, stone, or asphalt
  • Has own workforce
  • Has own management/supervision

  • Hauls material to contract site
  • Hauls material away from contract site
  • Hauls material within the contract site
  • Has own equipment
    • Must own and operate at least 1 truck
    • May supplement its fleet by lease/rental agreements
