Suspicious Activity: People

Recognizing and reacting to suspicious activities involving people is key to preventing incidents. Suspicion should NOT be based upon:

• Race
• Color
• Ethnicity

Suspicion should be based upon behavior. Focus on:

• Where are they?
• When are they there?
• What are they doing?

Terrorist attacks do not occur "out of the blue." History shows that terrorists look for vulnerabilities. This could mean:

• Taking measurements
• Photographing vital points
• Timing the usual activities of the people working there
• Asking unusual or security related questions

Other suspicious behaviors include but are not limited to:

• Pacing, appearing nervous, or jumpy
• Acting in a disorderly manner, alarming, or disturbing others
• Loitering, staring, or watching employees and operations
• Entering or remaining in an unauthorized area or appearing lost
• Parking in the wrong location
• Entering and remaining on agency property without proper ID, uniform, or safety gear
• Expressing an unusual interest in operations, facilities, personnel, equipment and or security procedures
• Patting or touching self repeatedly, especially chest and stomach
• Keeping hands in pockets of trousers and refuses to show them
• Acting uncooperative with police at a checkpoint
• Appearing to have tunnel vision - very focused and unaware of surroundings
• Moving about without purpose

Suspicious people may:

• Wear irregular dress, e.g., loose-fitting clothes, a large sweatshirt, vest, or a jacket in hot weather
• Wear clothing that is disproportionate to the person's body type
• Carry luggage, kit/gym bag, backpack that is abnormally weighed down
