NYSDOT Transportation Assets: Vulnerability and Risk
Transportation assets are logical targets for terrorist attacks. They are difficult to defend, costly to replace and are inherently vulnerable. They are open and accessible, used by large numbers of people, symbols of free movement and are a vital component of regional and local economies.
The economic impact of an attack on a transportation asset includes both the cost to replace/repair the asset and the cost associated with the temporary loss of vital services which the asset provided. Again, transportation assets are attractive targets for terrorists. As investigators study the writings of recently deceased Osama Bin Laden, they see that his overall strategy was “economic” in nature.
